> Campaigning for South Africa’s local government elections ended Tuesday, with voting scheduled for Wednesday, which has been declared a public holiday. Parties held final rallies on issues including poor service delivery, shortages of water and electricity, crumbling infrastructure and municipal corruption. Nearly 29.2 million people are registered, and analysts expect coalition governments in many councils and metropolitan municipalities.
