> Public frustration is rising in Cuba after repeated nationwide power failures. On August 3, some residents stood on balconies and banged pots and pans to protest the year’s sixth countrywide outage. Electricity had begun returning across the island when adverse weather triggered another collapse of the national grid. The repeated blackouts are spoiling food, reducing supplies of treated drinking water and undermining public services.
