> About 200 people clashed with Ukraine’s National Guard and law enforcement in Petropavlivska Borshchahivka on Nov. 2; officers used tear gas and fired warning shots into the air. Early accounts blamed alleged illegal detention and abuse of mobilized men, while later details fueled suspicion that the clash was at least partly a planned provocation and information operation serving Russia’s interests. Kyrylo Budanov cautioned that it also exposed deeper social tensions and unresolved problems.
