> Voting is under way in Bulgaria’s presidential runoff amid regional security threats and domestic economic concerns, after a record-low turnout in the first round. Iliana Iotova led Andrey Gyurov but fell short of the 50 percent needed to win. Drone attacks on merchant ships off Bulgaria’s Black Sea coast have raised alarm; about two dozen sailors are feared dead. Both candidates condemned the attacks and called for a diplomatic end to the war in Ukraine.
