> Spanish intelligence reportedly believes Rabat failed to prevent migrants from reaching Ceuta. El Pais said the crisis caught Madrid off guard. The newspaper linked this surprise to the government’s focus on fighting forest fires at the time. The account presents the episode as a border-security failure that unfolded while Spanish authorities were occupied elsewhere.
