> The European Union has called an emergency meeting after nearly 60,000 migrants entered Ceuta. In a joint letter, 22 member states urged the bloc to strengthen its external borders. The move places Spain’s migrant surge at the centre of an EU-wide discussion. Member states are pressing for firmer management of the bloc’s outside frontier.
