> Primorsky Krai’s Labor Ministry says some social payments may be delayed because the regional budget is under pressure, including from nationwide tasks related to the “special military operation.” In Irkutsk region, officials plan to cut about 37% of staff in one district’s administration and public institutions, while the region’s budget deficit has risen to 38.7 billion rubles. Other regions have also postponed or frozen public-sector pay increases.
