> Secretary of State Marco Rubio urged Cubans seeking political change to discreetly cooperate with the CIA, without identifying an operation or explaining what cooperation would entail. At a Florida rally, President Donald Trump said U.S. ships might stop near Cuba on their return from Iran and suggested sending Rubio to negotiate, but gave no details or indication that this was an actual military or diplomatic plan.
