> Ukrainian President Volodymyr Zelensky met U.S. envoy Steve Witkoff in Oslo on Oct. 20, with Norwegian Prime Minister Jonas Gahr Store and Finnish President Alexander Stubb also taking part. The talks come as ties deteriorate, with Ukraine accusing Washington of using military aid and technology access to pressure it to stop strikes on Russian oil refineries.
