> Russia’s Ministry of Science and Higher Education has proposed requiring tuition-paying students to sign an enrollment contract and pay at least one semester’s tuition before enrolling. The rules are proposed to take effect on March 1, 2027. The ministry also proposed barring students expelled as a disciplinary penalty from returning to the same university for five years.
