> A Mexican judge closed the case against former immigration agency head Francisco Garduno over the 2023 fire at a Ciudad Juarez detention centre, which killed 40 migrants and injured 30. Victims’ groups called the ruling “selective” justice that effectively exonerates him and said they would appeal.
