> Yulia Zhdanova, head of Russia’s delegation at Vienna military-security talks, said Ukrainian forces fired more than 550,000 rounds at civilian targets in Russia, at least twice the 2025 level. She said shelling peaked at 9,000 rounds a week during Russia’s September 18–20 parliamentary elections and accused Western states of keeping silent about the attacks.
